The Ministry of Education and Science is responsible for conducting the state policy in the field of education and science. To this end, the Ministry of Education and Science develops strategies for their development in accordance with the pan-European policy and national priorities and implements measures and activities for their implementation.
The strategic framework for the development of education, training and learning in the Republic of Bulgaria (2021 - 2030) has been designed by the Ministry of Education and Science in cooperation with stakeholders. The strategic framework corresponds to the implementation of Bulgaria's commitments under international human rights treaties, including recommendations of the control mechanisms of international organizations addressed to Bulgaria, insofar as they comply with national legislation, in the framework of the reviews under UN conventions in the field of human rights and the Universal Periodic Review.
In fulfilling the objectives of the Strategic Framework (2021 - 2030), the following principles will be observed:
• Partnership and coherence - active interaction and synchronization between educational institutions, central and local authorities, universities, cultural institutions, research organizations, social partners, employers and civil society to achieve the goals set in the Strategic Framework for Education Development, teaching and learning in the Republic of Bulgaria (2021 - 2030);
• Continuity - implementation of the Strategic Framework regardless of the political, social and economic context and ensuring focus, consistency and sustainability in the implementation of policies;
• Innovation - formulation of new approaches, measures and activities to achieve the goals set in the Strategic Framework;
• Measurability, accountability and sustainability of results - ensuring long-term benefits / effects of the achieved results;
• Transparency and promotion of measures and results - the priority of education, training and learning in the Republic of Bulgaria requires a high level of public awareness.
